Unfortunately Mr. Li has no knowledge of English, and for this reason, and for that alone, his application, first made in March 1921, has hitherto not been transmitted. In view, however, of his unflinching loyalty during the time of stress through which the Colony has since passed and is still passing, and the high esteem in which he is held by the whole community, I venture to enquire whether a special dispensation can be granted in Mr. Li's case. He is a citizen of whom any nation could

be proud.
